The actual answer
Steelhead are trout. Specifically, a steelhead is an anadromous (ocean-going) rainbow trout, Oncorhynchus mykiss, the exact same species as the rainbow trout you'd catch in a landlocked lake. What confuses everyone is the genus: until 1989, biologists classified rainbow and cutthroat trout under Salmo, alongside Atlantic salmon and brown trout. Genetic work in the late 1980s showed Pacific trout are actually closer kin to Pacific salmon, so both rainbow trout and steelhead got moved into Oncorhynchus, the same genus as Chinook, coho, sockeye, pink, and chum salmon. Same genus, different species, and steelhead still isn't a salmon.
Why the same fish gets two names
Oncorhynchus mykiss runs two completely different life strategies depending on the individual. Some stay in freshwater their whole lives and are called rainbow trout. Others migrate to the ocean to feed, grow much larger on a marine diet, then return to freshwater to spawn — those are steelhead. It's the same relationship as resident versus sea-run cutthroat trout: one species, two life histories, and the ocean-run version gets bigger, brighter, and its own common name.
How to actually tell them apart on a dock
A steelhead fresh from the ocean is chrome-bright silver with a faint pink stripe, small black spots, and a more streamlined, torpedo-shaped body than a Pacific salmon. Pacific salmon (Chinook, coho, etc.) run bulkier through the body and develop a hooked jaw (kype) and dramatic color change as they near spawning. The giveaway most guides use: check the mouth. Steelhead have a shorter jaw that ends roughly under the eye; Chinook and coho jaws extend past the back of the eye. Steelhead also retain those small black spots on the tail in a radiating pattern, while many salmon species don't.
Why it's not just trivia
This isn't only a dock argument. Regulations genuinely treat the two differently: steelhead are managed under trout and steelhead rules by state fish and wildlife agencies and, in many Columbia and Willamette system rivers, under separate wild-release requirements from salmon seasons, since a wild steelhead can survive release and spawn again, sometimes more than once, while most Pacific salmon die after their single spawning run. Misidentifying a released wild steelhead as a salmon, or vice versa, is the kind of mistake that actually costs someone a citation on this stretch of river.
Where this plays out locally
The Columbia and Willamette systems that run past Vancouver, Battle Ground, Ridgefield, and Springfield carry both summer and winter steelhead runs alongside Chinook and coho salmon, often in the same water in overlapping seasons, which is exactly why the guys at the counter keep having this argument. Washington Department of Fish and Wildlife and Oregon Department of Fish and Wildlife both publish identification guides for exactly this reason.
